Why can't Countries in Europe use the 28 GHz Band for 5G?

Most countries around the world have gravitated towards the 28 GHz band for the initial deployment of 5G Technology. However, countries in Europe seem to be using the 25.5 to 27.5 GHz band and not the 28 GHz band. This is because the 27.5 - 29.5 GHz band in Europe has been allocated for Earth to Satellite Communications.
